Description: This detailed research report was submitted by USWE as part of the COSATU Participatory Research Project on ABE. The document looks at language in the curriculum, theories of adult learning, and how curriculum content should be organised. The curriculum should be competency-based and the content located in four themes - Language and Communication, Numeracy and Mathematics, Social Studies and Physical Studies. On langauge it looks at various models and recommends a bilingual model with first language for initial literacy, then dual use (before, if appropriate, moving predominantly to the second language as the medium of instruction), as well as 'language across the curriculum'. Note that some pages (e.g. p. 41e) come from a later date in June 1993.

Its many recomendations follow those of COSATU and include that educator training should include common features, four levels and that ABE sub-committees on a (yet to be established) National Education and Training Forum and the National Training Board ensure national coherence in the educator training. There should be a Department of Adult Basic and Continuing Education with an ABE Advisory Council. It proposes a target of 150 000 educators to be trained in the next three years according to a national plan.

Description: This major and influential report foreshadows many of the future developments in education and training policy and systems. It looks at the provision of education and training within a framework of a National Education and Training Council, a National Qualifications Framework, a South African Qualifications Authority, and the development of Sector Education and Training Organisations (highlighting the concepts of roles, outcomes, the accreditation of units, modules and qualifications, and the registration of providers), partnerships between all sectors, and the recognition of prior learning, funding and governance. Adult Basic Education is given serious attention and is to be provided by all sectors within a national framework and a core curriculum. The terminology of Eduction, Training and Development Practitioners is advocated as is the professionalisation of this fieldn according to a set of principles, with career guidance and development taking into account at least ten roles, outcomes, quality standards and competence. Legislation should also be reviewed. There should be a national Information Database System. Overall it advocates for an integrated system of education and training.

Description: Outlines the need for an integrated approach to education and traing with a National Qualifications Framework (NQF) at eight levels of study that would reduce the previous "separation moulds". There would be outcomes-based "units of learning" (core and optional) with assigned credits, modules and consistently named qualifications and certificates. There would be standard format for recognition of units. Considerable detail is given on the model for educators and trainers.

The report recommends that the ETD practitioner model be accepted, that "ETD"and "ETD practitioner" be accepted as the definitive terms, that the ETD practitioner profile be further researched and a data base established to serve as a planning tool. Curricula and delivery systems for achieving ETD practitioner outputs should be left as flexible as possible, subject to the requirements of the South African Qualifications Authority. A single body representing all ETD practitioners shoulde be created.

On adult basic education the report recommends that its definition of ABE be adopted, that ABE be seen as an essential part of an integrated approach to education and training, and be part of a multiple access system accessible to all, leading to career paths for both teachers and learners. Access to ABE should be considered as a fundamental human right and the matter of legal entitlement be taken up as part of a process of continuing development.A structured policy be established which will allow an exponential growth of ABE learners and teachers, and which recognises prior learning and experience. An innovative funding formula be devised and implemented to ensure the effective, efficient and affordable ABE system, with the State remaining the major provider.

The survey noted the untapped potential existing in historically black universities and technikons, the concerns over indaequate funding, lack of stable career paths and university erected barriers, support for a national strategy for educator development, and some recent strengthening of research and other activities. Description: Planned to examine the interaction between the National Ministry and provincial ABET structures, the consultation was called by the Ministry of Education Adult Basic Education Task Group and invited nine representatives selected by the MEC for education in each province in consultation with whatever provincial Task Team, Project Task Group or other structure already exists dealing with ABET and which should include the Chairperson of Provincial Task Group on ABET, current heads of Adult Education Divisions within existing education departments active in the province, persons representing NGOs or the private sector from the Provincial Task Group, and persons from the Provincial Task Group or from appropriate institutions who are likely to play a leadership role in any of the specialised areas of ABET. In addition, at the National level, representatives from other ministerial, organisational or sectoral areas were invited including the Ministries of Labour, the Reconstruction and Development Ofiice, South African Council for ABE, the National Literacy Co-operation, South African Literacy and Adult Education Association, PRISEC, and the Association of Adult Educators and Trainers of South Africa and a number of tertiary training institutions.

The consequences of the Consultation were dire, the national ABET Task Team appointed by the Minister of Education in September 1994 was destroyed by political machinations that organised a virtual coup d’ état that saw experienced policy makers and planners kicked out and replaced by provincial education department representatives who knew very little about ABET policy or practice.

Description: The Disseminating Expertise for Adult Literacy (DEAL) Trust was a joint venture of four university-based adult education departments or units to assist Adult Basic Education programmes in their work and dissemination of their work nationally and to raise funds. The formation of the Trust was prompted by a potential funder, USAID, wanting the funds to be routed through a consortium of universities involve in ABE support. The four participants were the following:

  • ZENEX Adult Literacy and Basic Information and Policy facility of the University of the Witwatersrand,
  • Adult Basic Education programme of the Centre for Adult Education of the University of Natal,
  • Adult Basic Education and Development programmeof the Department of Adult Education and Extra-Mural Studies of the University of Cape Town,
  • Adult Basic Education Training, Research and Outreach Programme of the Centre for Continuing Education of the University of the Western-Cape.

    The Proposal for a planning grant for the DEAL Trust gives a good indication of what was seen as necessary in developing a tertiary sector programme for the development of adukt educators and trainers.

White paper on Education and Training

Description: The paper outlines a broad vision of education and training to be seen together as an integrated whole and this implied a ‘view of learning which rejects a rigid division between ‘academic’ and ‘ applied’, ‘theory’ and ‘practice’, ‘knowledge’ and
‘skills’, ‘head’ and ‘hand’ (these divisions now being associated with ‘old occupational
and social class distinctions’ and ‘the ethnic structure of economic opportunity
and power’) (Chapter 2, Section 4). The purpose of education and training was to serve human resource development (Chapter 2, Section 3) and this indicated a decided shift in discourse from that of the days of struggle radicalism towards that of the business sector’s language. The paper advocated a new National Qualification Framework (NQF) based on a system of credits for learning outcomes achieved, which would do amazing things. It also explains the constitutional and organisational basis of the new system, how it will be funded, and details of reconstruction and development in the school system. The key chapter is Chapter 5, Developmental initiatives, which includes a small section, paragraphs 51 to 57, on ABET, which is not promised much financial support.

Four meta-narratives are identified as influential in the policy debates of the period: the pro-equity vision of People’s Education; the New Right market-oriented approach; the trade-union driven New Times version of Post Fordism; and Lean Production, the pro-employer alternative to New Times. An argument is made that the contested policy discourse of that time points to the very real possibility of a rather narrow version of the integration of education and training emerging in South Africa.

Lifelong learning through a National Qualifications Framework

Description: This document was heavily influenced by the Human Sciences Research Council publication Ways of seeing the National Qualifications Framework and by the example of the New Zealand Qualifications Authority. Its vision is of an integrated education and training system achieved via a national qualifications framework, already set up in the South African Qualifications Authority Act of 1995, which had as an objective precisely the creation of ‘an integrated national framework for learning achievements and to enhance access to, and mobility and quality within, education andtraining’.The original brief of the ministerial committee that authored the document had been rather tightly prescribed: it had to formulate proposals for a NQF curriculum framework that was modular and which would have standards setting, registering, monitoring, accrediting, certifying and auditing bodies. The extremely formal nature of the envisioned framework is notable, as is the fact that it nowhere mentions lifelong learning. In a set of 31 largely technical recommendations, there is very little evidence of any conceptual or paradigm shifts and only one reference to lifelong learning. It argues that knowledge can no longer be equal to content only but must be recognized as having an interdependent relationship with skills and attitudes — all of which contribute towards competence (itself equated with gaining the required number of NQF credits to get a qualification!). Similarly, although learning can supposedly take place anywhere, anytime, by any means, it is only ‘learning’ if it meets nationally required standards! It also adopts a set of key principles relating to the NQF that become the standard, mantra like preamble to many subsequent education and training pronouncements, namely: Integration, Relevance, Credibility, Coherence, Flexibility, Quality, Legitimacy, Access, Progression, Portability, Articulation, Recognition of prior learning, Guidance of learners, Democratic participation, and Equality of opportunity. Though these principles have a certain banal desirability, it is notable that only the economic is valorized (education and training are part of a human resource development policy, relevance means relevance to national economic, social and political development needs, it is career pathways which are important) and education and training progression is conceptualized in terms of the accumulation of credits for reaching nationally approved standards. The authors make rather clumsy attempt to demonstrate how to avoid outcomes-based learning being seen as prescriptive and behaviourist, by saying that it is not detailed and prescriptive but broad, flexible and general and should be done in a way that is holistic and developmental. As a demonstration it is ludicrous. Most of the text is in fact a technical and often confused discussion of outcomes based education, the NQF, standards and modularization — on the latter, it presents a quite extraordinary argument as to why modularization is good in adult basic education and training but really bad in schooling!

Description: The Assessment Guidelines released in July 1996 outline an outcomes-based approach to assessment, lists requirements and procedures for registration and accreditation (as examination boards), and prescribes how assessments (in practice mainly formal examinations) should be run. It also proposes the creation of a new class of educational bureaucrats called "assessors" (who will have to be trained). The writer argues that the Assessment Guidelines are propagandist, inaccurate, ideologically naive, have a narrow credentialised view of assessment, and offer virtually no actual guidelines to improve educational practice.

Description: This Education Brief issued in July 1996 discussed some of the issues related to shifts and changes in NGO funding, in relation to the new State and the international and national donor and funding communities, and points to pressures for change and the redefinition of NGO work, including their relationship to exiting funding bodies such as the Kagiso Trust, the Independent Development Trust (IDT), the Joint Education Trust (JET), and the new Transitional National Development Trust (TNDT). The document identified many of the problems consequent on the discrepancy between the people who were responsible for policy work within the ANC alliance and the people who were eventually appointed to head the Ministries and the lack of capacity within those ministries, as well as the precipitous closure of the Reconstruction and Development Programme. In addition there was a degrading of the capacity, as well as the good will towards the new State, of NGOs and CBOs that were expected to maintain and even further develop key projects and to make considerable contributions to State policy and implementation processes as their funding was drastically curtailed.

Description: The Policy Document on Adult Basic Education and Training October 1997 is the only formally approved policy on Adult basic education and training ever issued by the Department of Education. Its development was somewhat complicated.

First, the Department commissed Enrico Fourie, Director of the National Literacy Cooperation to draft the policy. A draft was compiled by the National Literacy Co-operation staff:

Unfortunately, the Government had recently made a drastic shift in economic policy, adopting the thoroughly neo-liberal Growth, Employment and and Redistribution (GEAR) policy, totally contary to the radical socialist rhetoric embeded in the NLC draft. Khetsi Lehoko, who had rapidly risen to become a conformist apparatchik in the Department of Education retracted the document.

The Department was then faced with a problem. A major conference to endorse the policy document and a four-year implementation plan had set down for April. Helene Perold and John Aitchison were contracted to rescue the policy document in one week.

In the 2000s a version of the document was available on the Department of Higher Education website, though it has now been removed.

The actual policy document covers the background to the policy, definition of, and an the approach to ABET and its institutionalisation, lifelong learning, a curriculum framework, assessment and materials (with a very clear description of the NQF), instructional delivery, training and orientation, professional and technical support, social mobilisation, monitoring and evaluation and information systems, imolementatiuon and finances. There are three appendices, two of which, on evaluating courses and training materials had previously been publshed by John Aitchison.

Description: A Four Year Implementation plan for Adult Education and Training Provision and accreditation was drafted by Gail Elliot for presentation at a large Department of Education conference to be held in April 1997.

It had been recommended at the April Conference that the Four Year Implementation Plan be integrated with the Draft Policy on Adult Basic Education and Training by the end May 1997 and that the integrated document be adopted by the National Stakeholder Forum and by the Chamber (proposedin the Plan) once the National BET Statekholder Forum was dissolved.

What in fact happened was that a Department of Education revision of the plan was undertaken by a USAID financed technical team that included Harbans Bhola as consultant, John Aitchison who was to edit the final plan, Gail Elliot, Louise Vale, Enrico Fourie (who hardly participated) and Bangani Ngeleza, Lindile Ndabeni, Thabo Mabogoani, and Luis Crouch (another consultant):

Description: The article starts with background to the Independent Examination Board’s ABET exams and a brief discussion of the uses and limitations of public examinations as indicators of achievements and problems in education. It describes the picture of the provision of ABET outside of the government sector in South
Africa as revealed by the IEB's examination statistics, what showed up in the marking process, and what made for successful examination centres. Distribution figures show widespread use of the assessment system with a preponderance in Gauteng and in industry. English examinations are far more popular than most African languages, and almost twice as many papers are written in Communications than in Numeracy/Maths. A main reason for a low sucess rate was the lack of readiness. Observations from successful centres point to motivation, commitment, professional discipline, a supportive context, and close, informed attention to the IEB’s guides and requirements.

Description: Survey conducted by the Human Sciences Research Council for the Department of Education and funded by the European Union, that is unique as the only scientific survey ever conducted of attendances and staffing of PALCs. It provided information on the number of PALCs and their satellite centres (1569 and 657), the levels of instruction (ABET (49%), ABET and FET (46%) and FET only (5%)), the number of learners (270 703 of whom 162 900 were ABET learners and 125 791 FET (i.e. Senior Certificate) learners), and the number of staff (5 332 permanent and 8 296 temporary), as well as other demographic and descriptive information.

Description: Examines Edward Roux's text-based adult education interventions in the 1940s and analyses them using postmodern discourse analysis methods and concludes that "Roux was committed to the Enlightenment ideal which he constructed in terms of Western educational and cultural norms. By conflating education with social remediation and rationalism, he proposed that education in its own right had socially redemptive power and that it would even result in equality." She also concludes that similar assumptions exist in three comparable genres of ABET in the 1990s.

Description: Based upon a stalled research project to which a number of people had contributed, this final document was compiled by John Aitchison in 1999. The report found that though a number of easy reading texts for adults had been generated the use of the resource was far from satisfactory because of a range of factors in adult education programmes, publishing, book development and language policy. The future prospects did not look promising.
